Roles
Four core roles, extendable.
Qatar's Law No. 13 of 2016 on personal data privacy shapes how records are kept, so access and retention are defined at the start. Reception, nurses, doctors and managers should see the same patient in different detail. A role and permission structure defines that, and the access log provides traceability.
Reception does not need to see a diagnosis, and a doctor need not enter billing settings. You define the roles.
A new employee is simply assigned a role rather than having each right set separately.
When a record is opened, changed or exported, user and time are recorded. In a doubtful case you can look back.
An extra verification step can be set up for manager login.

Who, what, when.
